The first formal Winter Camp government structure, this is also the first Winter Camp on a short list of those where actual qualifications were used to determine leadership positions. Prospective patrol leaders were assessed in a variety of areas by Winter Camp IV overseers; Dan Bollman, Steve Donohue, and Mike Osvath rose to the top and were each put at the helm of a Winter Camp patrol.
